Honourable Minister Malusi please help!

I arrived at the Bellville Department Home Affairs at 2:30pm yesterday to collect my daughter's unabridged birth certificate. I was rudely informed by the security that they are close because there are too many people inside and because I don't have an sms they won't allow me in. Michael who is the supervisor came out took my details and said he will confirm on their system if it is ready. He came back after 15 min and told me he can see on the system it is ready but his manager said I can't come in if I don't have an sms. I explained to him that the contact centre said I can just collect and no need for an sms and that it's 2:30 should they not close at 4pm. He didn't allow me in and said I should come back the next day. I've made the application for both my children over 2 years ago, followed up numerous times and had to complete paper work twice because the Bellville office never submitted the documents. My reference is ********** 000. Just to make things worse they can't find the paperwork for my son's application of which I had to complete twice already. His reference is ********** 018. I have been more than patient , had to take time from work, and the looong waiting but this kind of service is unacceptable and should not be tolerated. The Contact Center has been extremely helpful and professional and I don't even mind holding on for 20min before my call is answered but all I want is my children's unabridged birth certificates.
