Home affairs won't fix birth certificate from 2016 until it's 5 years now

May I please get assistance I have app**** for my daughter's birth certificate in 2016 to change her from her mother's surname to mine. The certificate came with details of her mother on both father and mother's details. So we went back to change it and we have been going to the Heidelberg home affairs department from 2016 until today we are still told they are fixing it. Can we please get assistance.
