Home Affairs Unabridged marriage certificate 18 months later and still not done

I app**** for my marriage and unabridged marriage certificate in February 2020. I received my marriage certificate the same day, however I have still not been given my unabridged marriage certificate. I have been to Home Affairs several times to just be told its not ready. I have emailed Home Affairs to no response and can never get through to them on the phone. How can it take 18 months for Home Affairs to approve the unabridged marriage certificate? This is an absolutely appalling service and is unacceptable on any level!!!!
