Home affairs surname change

Can I give a zero star rating? Not even a one star for this!! February will mark 1 year of trying to change my daughters surname. I have called and called!! From the head offices to the department where I've started the process! Everytime they give me a different story! The one lady even told me that they are looking for the proof of Birth in the archives and it takes a while!!! Our systems are so disappointing! They told me the process only takes 6 months. This is actually so frustrating!!! I can't!!! The call center tells me they are not the processing department they can't answer to many questions they can only give me notes written by the processing department. Wow!! I can't deal.
