Home Affairs Randburg - how can I resolve a difficult problem?

I am a SA citizen by birth, although born in a foreign country. I have an SA birth certificate, which correctly states the place of my birth. My digital ID document, however, has an incorrect (and non-existent) place of birth. I am trying to correct this (for 11 months now), and have now been asked to present my permanent residency certificate. I have lived in SA since I was 4 years old, and have never had a PR. I don't know where to turn. I have completed numerous forms, and presented all available evidence as to my, and both my parents, citizenship. On my latest visit to Home Affairs (today), to present the most recently requested documentation (copies of my parent's ID documents) they refused even to speak to me if I didn't have a PR certificate.
