Home Affairs Pretoria Horrible service

I app**** at Home Affairs Pretoria for an unabridged birth certificate .Three months waiting .Made many trips there to query but rudely dismissed .The help line is useless .Nobody answers or cuts off .I am lost on what to do and who to contact .Can it take three months to issue a certificate ????? Somebody please advise
