Home affairs office that does know procedures

I went to this office 4 times and 5th time with a letter from head office confirming that my 19 year old son does not need her mother's consent to change his surname to mine. I even spoke to the Supervisor and office manager through email, but they were all of no use. Then we went to another office the next day and they assisted us without any hussle.
