Home affairs not delivering Zep as promised.

I ap**** for ZEP on 17 Dec 2017.

VFS online tracking shows that my application have been submitted to DHA on 3 Jan 2018

Follow up got responce that application is at home affairs.

Now it have been 14 weeks with no permit. What could best explain the delay of a normal 6 weeks process to 14 weeks?
