Home affairs not caring

I app**** and paid money for my my son's unabridged certificate on 13 February 2019. To date I have not received it. I called the minister's office to complain in June 2020 and was given a cellphone number to call and still have not been assisted. The guy keeps tell me the record has not been provided. I am sick and tired of being told the same thing over and over again without an answer
