Home Affairs - “Closed Down”?

I guess I’m not the only one who registered on the Home Affairs online site, paid the R400 fee to re new my passport and now cannot get a booking to have my Biometrics done? It is impossible to contact any of the departments at Home Affairs as the answer you get when trying to call them is “Network Congested”! What is going on and how do you get your passport application completed? Please help me - somebody, anybody???
