Home affairs. Change Surname

Hi. It has been 15 months trying to change my daughter's Surname at home affairs. I was told to wait for 9 months after that every time I call them I'm being told to call back after 2 weeks. It's now 15 months already I can't register my kid for school.. Reference ***.now I can't get through to them
