Gross Incompetence or Xenophobia from Home Affairs

I have now submitted my application to have my foreign national, legally adopted daughter's adoption registered by Home Affairs a total of 9 times. Gauteng Provincial Manager Albert Matsaung has made himself unavailable to speak to journalists about this matter. He did not reply to my last email. Lehasa Lekalakala from Randburg Home Affairs phoned me after I last wrote to Hello Peter. He asked me to withdraw my statements as he said that he had been working on my case ever since he put the phone down on me in the middle of a call. I told him that I would consider doing that just as soon as I had received my daughter's documents. Needless to say, I am still waiting. Gross incompetence or xenophobia? In the light of the lack of cooperation I have received, I am beginning to suspect the latter.
