Frustrating service Delivery

The service was good when I collected my ID and passport though we waited for long to be assisted than I went to collect my daughters birth certificate , the lady that works there went to talk on her phone, we wait she comes back takes papers from other people (no name badge) by the way I’m suppose to be the first person she helps, she takes a white lady to help and our papers , I tell her that I’m next she says it’s fine but still helps the person who is behind me And just goes on… it’s frustrating to be treated this way, because where I work we don’t treat people this way
