Frustrated by this negligence

App**** for a birth certificate 3 times already when I go to collect they can't find my application on the system and come up with excuses,the only way I see it the staff is negligent, how can you misplace someone's application that many times and I realized there are many people that go through the same experience as mine, if it's not that the systems are off almost everyday its one staff shifting the blame on the other one.
