Foreigner In My Own Country

I don't know what to do anymore... My life is stuck since I discovered my ID is a duplicate. 6 years of no help. I am taken from pillar to post. I have done all the process but still the new ID does not read, the only thing that needs to be done is cancel the old one to activate the new one but staff has no help.
