Family Residence Permit

In May 2014 submitted application for family residence permit for my wife.<br> After phoning to follow up advised that application reached head office in July.<br> Making follow ups every two weeks and told that application is in progress and must phone back in 2 weeks and if not ready a special enquiry will be lodged<br> Phone again and each time told no next time lodge special enquiry, application is still in progress.<br> Don't know what to do as effectively my wife now does not have a current residence permit and it has been 9 months since application lodged.<br> I believe others have paid /- R8000 for this free service and received theirs in 1 month. <br> Where must I go from here??
