failure to issue unabridged certificate

we app**** for unabridged birth certificates as soon as the law came in to play. We have 3 kids. our holiday was booked in 2014. We have received 2 but the 3rd is still outstanding. For the past month when I phone the call centre, they say that they just need to add the place of birth. Seriously!! 3 months to do this. We are going away in a weeks time so what do I do with my child. Who will take responsibility for the money we loose if we can go?????
