failure to deliver feedback on my ID

My ID book was ****** the year 2014 and it was reported to the police station, i received and affidavit and went to home affairs to report the matter. I was immediately informed that my ID was blocked because of a so called duplicate(When the lady showed me the Home Affairs system, it showed me that the duplicate was created in 2010 whereas my ID was done in the year 2008). They told me in order to prove am who I say I am, I will have to go to all the schools (From primary to high school), the hospital i was born in to collect the necessary documents. I was accompanied by my mother through the whole process. When we delivered the documents to home affairs they told us this process would take 3 months for them to have feedback for us but by this time i went back to home affairs 707 Orlando west branch and they told me that my ID is still under investigation. how can my ID be under investigation when a NON South African is running around with my ID number, and home affairs is letting this happen. I wanna lay a charge against home affairs, because i can not apply for school or a new job, i cant get my learners or my Drivers license. Hello Peter please help me get my life in order because home affairs cant help me its been 4 months since this incident and my mother has been trying to call the Pretoria branch(Head Quarters) to try and get feedback. with no luck , Please Hello Peter I am begging for your help
