Escalation of PRP*** submitted in April 2015

I submitted my son's Permanent Residency application in April 2015, and I am still waiting for the final outcome of this application. I have sent several emails with a response to only one, and i have called the Call Centre on numerous occasions. The last time any update was made on the application was 12th September 2017. Could this application - no PRP ********** please be finalized. Thanks
