Efficient but Dirty

Well blow me down I app**** to renew my passport at Randburg Home Affair and within a week it was ready and I have collected it well done to them!

Just one bad thing the whole place is shockingly dirty with litter everywhere! How has it got like this? Please someone have it cleaned up for these government workers.
