E-Home affairs

I app**** for an ID card and passport on the E-home affairs site, the system messed up my application with someone else's. I had to re-apply for a nwe ID card and passport. But I have to pay again. They said they will refund my previous applications payment but I still haven't received anything. I keep on phoning the branch where I did my application but they're not answering their phones. And I did email them as well and no answer.
