Double Charge for Passport

I emailed Department of Home Affairs many times regarding CHARGING ME DOUBLE for my passport. It takes at least 14 days to get a response. I still do not have a satisfactory response. The contact details on the website are not valid for any of the officials one tries to contact. As a valued citizen this is NOT acceptable
