Does overhauling the system makes difficult for Home affairs department to serve?

Guys, overhauling the system doesn't have to mean making people suffer to become documented. Everyone wants to be a good citizen, but you're making it hard for people to be recorded. One family lined up to get help from Belleville Home Affairs and failed after implementing an online system that didn't help everyone. Another foreign friend of mine has app**** for a refugee card and has not received a positive response from the refugee authorities for more than 5 months.
