Divorce registration *******

First question is WHY do you have to register a divorce. Secondly why after 13 weeks they are so *********** they are still unable to register a divorce. 100+ emails and over 15 phone calls. What can be so hard about registering a divorce????? Why do you go to court to get divorced if three years later your so called still married at home affairs what is the use of a divorce then.
