Disgusting service for a government organization!

I visited the department of home affairs today only to find the disgusting service I received to obtain a passport, my story folllows as I got there at 11 was told to stand in the queue by the security they work so slow the queue only started to move at 3 and I was left standing in the sun the entire day only to be told at 15.30 by a Arrogant employee must come back tomorrow so I told him I was here the entire day he told me so i understand English and pushed me away... as a South African this is the type of service I receive to obtain a passport?
