DHA Port Elizabeth - decide their own closing hours!

Such a pleasure to apply for a new passport online - easy to use, quick, efficient. Then I went to the Port Elizabeth office for fingerprints & photos - not too bad on a Monday afternoon, I was there for about an hour. Now comes the problem - I went Tuesday afternoon to collect my passport. Arrived at the office about 15:50 only to be told they close at 15:30. DHA website says they close at 16:00. The official notice outside the office shows 16:00, but it's been scratched out with a black koki & 15:30 has been written underneath. UNACCEPTABLE!!!!
