Desperate registration of foreign birth

We have been trying for several years now to register the foreign birth of my late sisters daughter, who was born in Italy. She has been in South Africa since 3 months old and has never left, she is now 23 years old and still has no ID, no Bank account, no drivers license and she cannot travel. Who can we turn to for help with this desperate situation.
