Dept of Home Affairs dragging their feet

We have app**** for an Unabridged Birth Certificate for my daughter the 1st week in June 2018 and 13 weeks later we are still to hear from DHA. I have phone the last 3 weeks and they keep on telling me that they are escalating the matter, but you can only escalate till a certain point. My daughter have the opportunity to go to Europe with the school and now this happens. Reaaaally frustrating. i have absolutely no confidence in the Department of home affairs. Really frustrating dealing with them.
