Department of Home Affairs online applications

My stepdaughter app**** online for her ID and passport. She is 16 years of age. The online site states when 16 person applies in own right for ID and travel documents. Books an appointment at home affairs for picture etc. Gets there and they will not process her application because now her biological mother must be present and she must first get an ID. But she can't get an ID because she app**** for her ID and passport at the same time. The system does not allow you to edit and remove the passport application either. NOTHING WORKS IN THIS COUNTRY ANYMORE... or so it feels!
