Department of home affairs can't supply unabridged birth certificate

Been waiting since August 2016 for my son's unabridged birth certificate with no helo or joy. In March 2017 they told me I need a form DHA24 & DHA288, which was completed that day, still no joy. Where do you go for somebody to help you. As no one wants to assist you.
