Delayed unabridged certicate issue

To Whom it may concern I have app**** for an unabridged birth certificate for both my children at the same time in September 2015. I received my son's certificate and to date awaiting my daughter's certificate. I have made numerous calls to the Home Affairs department at Malibongwe where I app****. I keep get told that they will update my report and forward to Head Office. I was told to call every week to check the progress. I was even told to do an additional application to speed the process up, which was still unsuccessful. I did call the Home Affairs at Malibongwe and was told by someone senior that there is no manager at the department and everything gets handled at Head Office. I was given a number for Head Office which gives voice prompts and no one answers. I called Malibongwe Home Affairs again to inform them that I cannot get through and was told. Those people at Head Office weeks can go by and they do not respond to emails or answer the phone and that my application is sitting there and hopefully someone will attend to it. This is unacceptable. I called Malibongwe Home Affairs this morning 5 May 2016 @ 08h45 am . A lady answers. When I enquired about my daughters unabridged birth certificate. She said she cannot help me. She is the only one answering calls. They have only one line working. I should know by now, that everything is going down, " the world is coming to an end, home affairs is going down, the country is going down, everything is going down" and she cannot help me and put the phone down on me. I did ask her name and she put the phone down on me. I find this issue that she highlighted regarding the country and her opinion about it has nothing to do with my query regarding the certificate.
