Delayed Card ID Application

I have app**** for a replacement ID Card in July 2015 at the Bellville office after my ID Book got lost. I have yet not received my ID Card and have contacted the the Call Centre on numerous occasions, just to be told every time that I have to call back in 2 weeks. I have asked the case to be escalated, with no luck. <br> This means I have been without an official ID for more than 6 months. I am a social worker and need an ID to register with the Social Services Professions Council to be able to practice as a social worker. This unexplained delay with my ID means that I cannot earn a salary and scores of people in need of social services are denied much needed assistance. My passport also expired and I was very bluntly told by Home Affairs that I cannot apply for a passport without an ID. I had to postpone a planned trip to the UK already, costing hundreds of unrecoverable monies. I have requested for at least some form of temporary ID or a letter of some sorts, to no avail. Can someone please explain to my why my ID card is taking so long? I need to know EXACTLY when the ID card will be available and in the mean time, I need to obtain a temporary ID!
