Death Certificate issues

My sister passed away last week and 4 of my uncles had her covered,they didn't help with anything concerning the funeral but they want her death certificate so that they can claim the money for they're own good ..... I went to home affairs today and asked them not to issue her death certificate to anyone but they were unable to help me ..... The man just told me that it's not gonna happen ... Please help
