Court order against Home Affairs Pretoria

In 2015 I app**** for my husband's details to be inserted onto my daughter's birth certificate. We provided all the necessary documents, my daughters surname was changed to my husbands but his details were not added. I reapp**** in 2018 and they just closed the case. I have emailed the minister of HA, the acting director, the call Centre and the person dealing with our case still to no avail. They said that I didn't apply in 2015 but the barcode linked to that case was stopping them of moving forward with the new application even though they said I didn't apply in 2015. This is so frustrating as we are almost a year further with the new application. No one replies, most of the time the call cuts off when being on hold for 20min and no one knows what's going on. This morning I have emailed everyone and called again only to find out that the case was closed and no one knows why. Everytime we need to submit birth certificates even though we have done this many times before and it was issued by HA themselves so I don't know why they keep stalling. I was told it will be finalized in a week this was 2months ago. It's the most frustrating thing and now I have to get a court order to just get them to do their work! Very unprofessional for a government institution! In other countries you will not have this issue! This is hindering us as her life has been put on hold because her father is not on the certificate!
