close doors at 3pm

Unfair treatment en closing doors before closing times. I took my domestic worker to home affairs and left, she phoned me and said I need to help her with completing documentation. When I get to home affairs it was 3:15pm and they closed the doors. On the door they have notice that they close at 4pm. They did not allow me to go in to assist my domestic. No one was allowed not even for collections. The security did however allow 3 black men to enter.
