CHILD CHANGE OF SURNAME

I am disturbed very disturbed, I got married and my ex husband changed my daughters Surname to his after we were married , and few years down the line he went and divorced me and I changed my Surname back to my ****en surname now my daughter wants to change hers back to my ****en Surname as she was not a biological child to him. But now it is so difficult for us to do so because he is refusing to accompany me to home affairs to make the application.

What annoys me the most is that , he has no responsibility whatsoever towards the child no support no nothing , no communication no nothing, I fail to understand why home affairs refuses me to change my child's Surname from his as there is nothing he contributes towards the child,

I have all the documents proving that she is not his child, even on the decree she is not mentioned . And his reasons to refuse I must beg him . South African law is really unfair to it's own citizens.
