Change of my son's surname still in progress

On the 3rd of June 2015 I went to department of home affairs in Vanderbijlpark to change my son's surname what a hassle with all the documents then it's the waiting process they told me the waiting period will be 4 to 6 months now it's almost 9 months and still no document arrived every time I call they keep telling me the Same story sorry nothing changed yet still on his old surname okay can I please have the head office number sorry can't give it out who is going to pay my telkom bills ??? Very disappointed.
