Change of last name on Birth certificate 1

Still no answers no responses from home affairs Pretoria. No update on my daughter birth certificate. Tell me how is a numner provided from a supervisor just ringing. So Pretoria people don't answer the phone doesn't matter which time of the day you call. The phone rings as if they are not there. How are people placed in those positions and not doing their work. How do they keep that job title. No response to emails as if they don't read emails too. I'm gatvol.
