Birth Certification application

I have app**** for birth certificate name change for my Son, this happen in Edenvale on the 13 October 2014. In fact it was for two boy(both my boys). My other application came and the surname was changed successfully. The other application I was told it was lost, I had to reapply. I have been calling home affairs every week, now I feel like I am in a circle. Every time I call I am told this case has been escalated to managers. I am how long is it suppose to take for application such as this one. I am in August already (2015) I need to register my boy for school. <br> <br> Home affairs gave me this case number: 1506/006/957 and please don't be surprised if this case number is also lost in their system.
