Birth certificate timescales

I app**** for my daughter's unabridged birth certificate in Jan 2019. She was born before the unabridged birth certificate came into effect and i needed it in order to apply for scholarship funding provided by my Employer.

It's November 2019. It's almost a year since a app**** for it and still nothing. Yet the timescale is said to be 6-8 weeks.

I've been in contact since July via email, but all they keep saying is that it's been escalated. How many times does this have to be escalated? Im due to apply for scholarship again before the 6th of December and i might lose out on that funding all because it seems to be so difficult to process and unabridged birth certificate.
