Birth certificate change

They claim their system is not working cause for 3 weeks coming to change a birth certificate.The system works when foreigners are changing their documents but us South Africans we not bringing money they don’t want to serve us.Where is Batho pele and right now if our officials are going to treat us like this then let’s sell the department to the highest bidder so that that bidder can service us
