Birth certificate

I have app**** for a new name change birth certificate for my daughter July 2017. I keep calling head office every week and gets told it's still in process. It's now 1 year and 1 month later I still have not received her birth certificate as it's still in process. This is very frustrating as I need to register her for nusery school and have no birth certificate for her.
