Birth Certificate

I app**** for a new birth certificate for my son because i wanted to change his surname. I app**** on 07/06/2017 at our local Home Affairs. Till date i have not received my sons's birth certificate. I phone Department of Home Affairs head office every week to follow up on the status of my son's birth certificate. All they tell me is that his surname has not been changed yet and that they are going to request for someone to attend to the matter, and that i must phone back the following week to find out if it has been done. I understand that it can take a while, but 6 months is just ridiculous!! I am disgusted with the service that i have receiving from the Department of Home Affairs. I have even asked them if there is stuff outstanding from my side that is making the matter take so long but they told me that nothing is outstanding. I really don't know what to do anymore.
