Been waiting for my Child's Passport for 13 weeks

I am completely disgusted with the way the Home Affairs is being run. I have been waiting 13 weeks for my sons passport and every time I go to the Nelspruit Branch, all they can say is, it is Pretoria's fault. No one cares to follow up. We live in Mozambique and we currently on our 5th Emergency passport ( which is R140 each time) I am at a point where no one wants to help. What can I do next? I have emailed and spoken to the big shots but no one cares. This is how our country rolls. Very sad.
