Bad Service from department of Home Affairs - Bellville

I have app**** for an ID in June 2017, I was told it will take 6 months for the query to be processed. Its been 11 months now, still no response, every time I go to Bellville Home Affairs I am told that the query is still pending at the head office. For over 4 years I don't have ID. Please help me. It is difficult for me to apply for jobs because I don't have an ID.
