Bad service

I had bad experience with the service at white river home affairs branch, it was exactly 14:08 when I got in there to change my son's surname to mine the lady told me that it's impossible to because I need to write an affidavit, I must find another day to come there and re-queue. First of all I took one day leave just to do this, worse of all that lady was rude. And I know that the reason why she didn't want to help me it's because she was focused on knocking off at half 3. I wish something can be done. Especially to the staff members. Queueing the whole day since morning to be told just that it's not acceptable worse when you know that you are a public worker you must do your job to the fullest.
