Bad service

My aunt is still waiting for my nieces ID that she app**** for last year October and every time she goes to collect they either offline or the supervisor is off. How can they still not have the ID after 5 months. My niece needs it urgently for school. I've even sent numerous smses to their sms number but no response. Please help!!!!!
