Bad management

Yesterday I go home affairs maponya Mall to collect my passport, what bad attitude i get from collection department his name was Amrose Ragwadi, I arrive at the gate or door and the security told us that collection is closed at 16h00and I arrive 15h50 they didn't allow me to get in. When I check the trading hours they have to close 16h30. I wasted 30minutes waiting for stupid manager, someone had to beg him to come, and he came with massive attitude to show that he's not interested to solve the problem. He's show me time to open but he never said anything about closing Time. I never get any explanation he just turned back with smiling in his face. Until we request the branch manager to assist us. Just tell Wat should i do as i pay my passport but someone who doesn't want to serve is misbehaving please assist
