Awaiting Unabridged Certificate

Hello , I have app**** for an unabridged certificate since last year and I am still awaiting this.Each time I call I am told to call the call center every two weeks and my case is escalated , please assist by providing me with a way forward. It is April now and I really need the unabridged for my kids school. This is due on the 21 April 2015
