Awaiting since 2019 for child's surname to be changed

Bad service ever since 2019 until today my son's birth certificate has not been amended for surname change, the contact centre is not of any help been given the run around no one seems to be helping...... Help is needed as my son is disabled and there are things that need him to be having the surname that I am using.
